The report of the 20th National Congress of the Communist Party of China (CPC) has outlined a blueprint for the future, emphasizing the need to accelerate the development of the Hainan Free Trade Port (FTP), implement the strategy of promoting the pilot free trade zones, and expand the globally-oriented network of high-standard free trade areas. In order to implement the decision of the 20th CPC National Congress and move towards the highest level of openness in the world, efforts have been made to ensure the development of the FTP. On May 23-24, Feng Fei, Secretary of the Provincial Party Committee, held a meeting to promote the preparation for independent customs operations of the Hainan FTP, demanding efforts to step up completing the first batch of stress testing tasks to ensure the success of upcoming independent customs operations.
In order to fully implement the guiding principles of the 20th CPC National Congress and the speeches of Feng Fei, Secretary of the Provincial Party Committee, and Governor Liu Xiaoming, and to fully leverage the service and management functions of the public security organs in the development of the FTP, the Haikou Municipal Public Security Bureau's Practical Course on Police English held a practical course on police English successfully from June 12 to 16, 2023. A total of 40 outstanding police officers from various units of the bureau participated in this training.
This course received great attention from the Party Committee of the Haikou Municipal Public Security Bureau, with Deputy Mayor Han Yunfa personally planning and providing guidance. At the opening ceremony, Wu Zhi, member of the Party Committee of the Haikou Municipal Public Security Bureau and Director of the Airport Branch, delivered a mobilization speech. Mr. Wu Zhi emphasized that with the upcoming independent customs operations of Hainan FTP, the visa-free policy for 59 countries has been fully implemented. Frontline police officers urgently need to improve their English communication skills and effectively enhance their capabilities in handling foreign-related police affairs. Therefore, he requested that the trainees achieve tangible results and use the knowledge and skills they have acquired effectively. After returning to their respective units, they should play a leading role in enhancing the practical English skills and capabilities of all police officers, and better serve and guarantee the development of Hainan FTP.
At the closing ceremony, Zeng Chaohui, Deputy Director of the Education and Training Division of the Haikou Municipal Public Security Bureau summarized the training, believing that the expected results have been achieved. Additionally, Mr. Wu Zhi put forward several suggestions from the perspective of English training for the entire police force. He expressed that the trainees should fulfill their responsibilities as junior instructors, actively implement the English training for the entire police force, and work together to establish the "Hainan Public Security Iron Army" that guarantees the development of the FTP.
