On July 31, 2023, the Hainan Provincial Public Security Department’s Advanced Training Course on Foreign Language Proficiency for Handling Foreign Police Affairs and Its Practical Demonstration of Specialized Item on FTP Stress Testing List officially opened at HAINANFL.COM. More than 40 police officers from public security organs across the province participated in this training.
This course was organized by Hainan Provincial Public Security Department to implement the guidelines of documents such as The Action Plan for the Comprehensive Improvement of the Public Servants' Foreign Language Proficiency in Hainan Province from 2020 to 2025 and The Foreign Languages Training and Testing Plan for Personnel of Public Service Windows in Hainan Province to achieve comprehensive training and key development, to combine online and offline learning and assessment, to improve the foreign language ability of all police officers, and to improve and refine Hainan's internationalized police environment across the board.
This training was highly valued by the main leaders of the provincial department. At the opening ceremony, Chen Heliang, a level 4 division rank official in the Education and Training Division of the Hainan Provincial Public Security Department, gave a mobilization speech, putting forward three requirements for the participants. Firstly, the participants should realize the importance of this training and cherish the opportunity to study hard. Secondly, they should take full advantage of the platform and the course to interact with each other and complete learning tasks with high quality. Lastly, they should strictly abide by the Eight-Point Decision on Improving Party and Government Conduct and the relevant requirements of the Organization Department of the Central Committee of the CPC on student management, and strictly observe the learning discipline. Additionally, Mr. Chen also ask the attendees to take the training as an opportunity to further enhance their practical abilities of handling foreign police affairs, to improve the management for related services in Hainan, and to make achievements winning the approval of the Party and the people.
Wang Sheng, president of the National Institute for South China Sea Studies, shared his experiences with the theme Empowering Hainan FTP with High-Quality Development of Police English Proficiency. Mr. Wang summarized the experience and development of nurturing talents with a high level of proficiency in police English in Hainan and put forward shortcomings and suggestions for further improvement accordingly from several aspects, such as what Hainan has done to nurture related talents, the future trend, and China's advanced experience in this field. President Wang believed that while the public security system of Hainan Province has made many achievements in cultivating relevant talents, there are also some issues. For instance, learning foreign languages without consistency, few opportunities for police officers to practice, and some police officers who are not willing to learn. He suggestd more attention be paid to the foreign language training institutions, and foreign language training be regular, normal, and systematic. According to Wang, it’s necessary to carry out offline test and assessment as soon as possible, so as to achieve service and work application goals by making or changing foreign language training on the basis of assessment results.
President Wang expressed his wishes that with the gradual improvement of the foreign-related policing ability and foreign language application ability of the civil police and auxiliary police in Hainan Province, the public security organs will continue to play a leading role in serving and guaranteeing the opening up of the country at a higher level and the development of versatile international talents. As a result, Hainan will become more open, more tolerant, and safer so that "building a free trade port that has global influence with Chinese characteristics" could be around the corner.
This training is an important project of public security organs in Hainan, which will vigorously promote the modernization and internationalization development of the local police and will help Hainan play a vital role in building the globally-oriented network of high-standard free trade areas.
